Ukrainian President Volodymyr Zelensky States Absence of Clear Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after Britain and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the United States would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And even if they do, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Moscow now holds about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
