UK and France Plan to Send Forces to Ukraine if a Ceasefire Accord is Reached

The London and Paris have inked a memorandum of understanding concerning the stationing of military forces in the nation in the event a peace deal be struck with Russia, the British leader, Starmer, has declared.

After discussions with Kyiv's partners in Paris, he said that the two nations would "set up defense centers throughout Ukraine and build secure structures for military hardware and equipment" to discourage any subsequent invasion.

The partner countries also proposed that the US would assume leadership in overseeing a truce.

The Kremlin has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has as yet not issued a statement on this latest declaration.

Background and Continuing War

The Kremlin's head Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Moscow currently holds roughly 20% of Ukrainian territory.

"This is a vital part of our commitment to stand with Ukraine for the foreseeable future," commented Starmer.

Top officials and top officials from the "Allied Coalition" participated in the recent discussions.

He stated at a joint press conference, the Prime Minister further said: "It paves the way for the legal framework under which allied and coalition forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the future."

The British leader went on to say that Britain would be involved in any American-headed verification of a prospective cessation of hostilities.

Protection Pledges and Diplomatic Positions

Lead Washington representative Steve Witkoff stated that "lasting defense assurances and robust reconstruction vows are vital to a lasting peace" in Ukraine – alluding to a central requirement made by Kyiv.

The negotiator said the allies had "largely finished" their work on finalizing such pledges "so that the people of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, former American President Donald Trump's representative, also took part in the discussions.

Separately, President Macron Emmanuel Macron stated that Ukraine's allies had made "major advances" at the talks.

He noted that "strong" security guarantees for the Ukrainian government had been reached in the event of a prospective ceasefire.

President Volodymyr Zelensky said that a "huge advance" had been made in Paris, but qualified that he would only consider efforts to be "sufficient" if they led to the end of the fighting.

Last week, Zelensky suggested a peace deal was "largely prepared". Settling the last 10% would "shape the future of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of key disagreements for negotiators.
  • Putin has consistently stated that Kyiv's military must pull back from all of Ukraine's eastern Donbas or Russia will take control, dismissing any compromise over how to finish the war.
  • The Ukrainian President has thus far ruled out surrendering any territory, but has suggested that Ukraine could pull back its troops to an designated point – but only if Russia follows suit.

Russian forces currently holds approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the industrial region of the Donbas.

The earlier US-led comprehensive proposal that was extensively reported to the media last year was seen by Ukraine and its European allies as being disproportionately favorable in Moscow's direction.

This led to weeks of focused negotiations – with the involved parties trying to adjust the document.

Recently, Ukraine presented the US an revised proposal – as well as separate documents describing possible defense assurances and plans for Ukraine's reconstruction, Zelensky stated.
